Norton Family not active after phone reboots

I've used Norton Family for some time on our Nook tablet, with no problems, so when it came time to upgrade my son's phone, I thought I'd go with Norton Family over NetNanny.  It installed fine and appeared to work for about 4 days.  I happened to check my son's phone that day because I did not see any activity in the reports, and Norton was not running.  I rebooted and Norton did not start automatically.  If I opened the Norton Family app, it would turn on the protection, but after a reboot it did not start up automatically.  There was no evidence that the phone was tampered with in any way, and Norton Family had not been uninstalled or removed as device administrator.  So I reinstalled, and that appeared to fix the problem... for another few days.  Then the same problem cropped up again.  Again, there was no uninstall or anything suspicious -- Norton Family just didn't run unless you specifically clicked the app.  So off to do another reinstall, which again got things running again.

 

Obviously I can't trust Norton Family on the phone if it's going to suddenly stop working at any moment.  I chatted with Norton tech support about this, and that might have been the most unhelpful support chat I've ever experienced.  I've just started using Norton Family, but knew much more about it than they did!  How can I ensure that Norton Family starts every time the phone reboots?

 


The phone is a Samsung Galaxy S3 running Android 4.3

Once again, Norton Family is no longer loading at startup.  If I have to reload this app every week, it's not exactly a viable solution, especially if it's no longer loading and I don't happen to check his phone that day.
