Norton Firewall blocking all outbound traffic on Mac

I began having network problems that I traced to the Norton firewall, at the same time I’m getting a ‘At Risk’ warning from Norton Security.
When I clicked the fix button, Norton tries an update and finally fails after about 30min.

Found if I disable the Norton firewall all out bound traffic is restored again. Norton can now update virus def’s with no issues. Turned on the Mac firewall, and no issues with network activity.

Still have the ‘At Risk’ warning, and when I click fix it then the connection blocker gets turned on. Out bound network traffic is again blocked (once I tried a continuous ping, and pings fail once the firewall is enabled again) and Norton attempts to do another update which now runs for 30+ min and fails I presume since it’s being blocked.

I’ve tried to use the firewall reset, but with no luck. It still blocks all traffic with the Norton firewall turned on.

I tried a scan, and get scan error and again ‘At Risk’ warning. When I click fix again it turns the firewall back on then again attempts an update which again fails and all outbound network activity is again blocked.
Same result if I use a network cable, or wifi.

System Details:
Norton Security v.7.3.1, build 21
MacOS Sierra v.10.12.4 with latest updates from Apple installed

Any suggestions? I’d be ok with keeping the Norton Firewall off if it didn’t keep getting turned back on.
