I have NIS 21.1.0.18. Today I got a notice that there is a new version of Adobe Flash (I use the setting "notify me of a new version" rather than "automatically install"). After the install file downloaded, the Norton PopUp warned me that it had no community history. Adbobe Flash?? So I downloaded it directly from Adobe's website just to ensure I hadn't ended up with some rogue version. Same results.
So I tried doing a manual Insight scan of the file from the context menu, and after a bit got the message "No Internet Connection." Tried Insight-scanning other files, and as I suspected got the same message, even though my Internet connection was fine (a test manual Live Update ran fine). I tried Auto Fix and it didn't detect any problems. So I searched the forums and found a thread from a couple months ago where someone seemed to solve the same problem by re-installing, upon the advice of support (Norton having Insight issues)
But instead of jumping straight to a reinstall, I decided to check my other pc, which has the same version of NIS. Sure enough, I get exactly the same "No Internet Connection" every time I try an Insight scan (as of the time I post this, anyway). So clearly there's a more global issue here. Any thoughts? Both pc's are Windows XP-SP3. Thanks.
I am running Widows 8.1 with N360 and am having the exact same issue that you describe. It seems to have turned up _after_ the WindowsUpdates of November 12. This AM I downloaded three files (using IE 11) that I download practically every day and all three were flagged as untrusted which has not previously been true of any of them. This afternoon I downloaded another frequently downloaded file and it was also flagged as untrusted; having a little more time available, I clicked "More Info" and requested an Insight scan which told me I was not connected to the Internet no matter I still had IE open to the site (BleepingComputer.com) from which I had just downloaded the file.
Attempted to download the file Speccy.exe using Google Chrome and accomplished exactly the same result -- not trusted and told I'm not connected to the internet when I try to force the Insight scan.

That was one of my first thoughts -- that it might be related to the updates. But pc #2 had been off for several days, and I verified it had this issue before I applied the WindowsUpdates. So that suggests the issue is not WindowsUpdate related.

Yes, forgot to mention that I did reboot. I was actually suspecting that would solve things, as rebooting so often does for so much unexpeced behavior. But nope, problem remains.

I'll read SendOfJive's comments. As I mentioned, I already ensured I'm using the installer from the official Adobe website -- but even if I wasn't, that still wouldn't explain why ALL manual Insight scans I've tried are now aborting with incorrect "No Internet Connection" error messages.
I just tried two test downloads with Firefox 25.0 and don't seem to be having any problems on my 32-bit Vista machine with NIS v. 20.4.0.40 (NIS 2013):
If I right-click on the downloaded files while in Windows Explorer and select either Norton File Insight or Insight Network Scan trust rating are also good.

However, when I run Norton Insight from the Performance Window I see the error "Norton Insight cannnot collect the necessay data because it cannot connect to the Symantec Server"
According to my Norton Tasks window, the Norton Insight task last ran automatically on my system at 5:12 PM last night (13-Nov-2013) so my local application ratings might be more up-to-date than for other people.

I did a system restart and redownloaded one of the frequently downloaded files -- same result: an Insight warning that nothing is known about the file -and- the subsequent failure of "more info", scan the file, reporting no Internet connection. So, in this case rebooting is not a solution.
Same problem here. Message states "Norton Insight cannot collect the necessary data because it cannot connect to the Symantec server. Please ensure that your computer is connected to the Internet and try again."
Only known changes to the system since last checking Norton Insight were Windows Updates on 11/12/13 (which included upgrade to IE11) and updating Adbobe Flash Player (to version shown below).

Go to Performance | Norton Tasks, click the yellow Run button to the left of the Norton Insight task, and wait at least 15 min to see if the task runs to completion. I just tested this and my manual Norton Insight task finished in just under 7 min.
If this works it might solve some of the Insight trust-rating issues users are experiencing until the connection to the Symantec server is resolved.

I just following a link to this post from my own question posted elsewhere earlier today. I also received the same response from NIS about a download of the flashplayer exe file and the most recent version of the flashplayer plugin. At this point I'm in limbo - awaiting a decision from this forum and Norton's people. I've uninstalled flashplayer according to instructions from another person replying to my question, but when I tried to install the exe file and plugin update, the results were the same - no trust. I guess we'll have to wait this out. Thanks to all who are trying to help.

It appears that the function is down (currently inoperative) at Symantec's end...
