Norton insight doesnt trust explorer.exe?

I was looking over norton insight and Norton insight says it doesnt trust explorer.exe? It has a 5 star rating, the signature is microsoft and its path is c:/windows/explorer.exe. My question is, why doesnt norton trust it?
