Norton Internet Security 2012 getting error msg 5013,3 - now unprotected

I  downladed INS 2912 and am getting erro msg 5013,3. Used Norton Power Eraser to no avail, and then uninstalled and installed, same ewrror msg. I am now unprotected.

MY OS is Windows 7 premium home additon.
