My Norton Internet Security, version 21.2.0.38, starts Visual Studio 2010 for almost all menu items. For example, clicking Support > New Version Check, causes Visual Studio 2010 to load with the error message "Cannot open file. File names must not exceed 259 characters, including full path". Most other menu items exhibit the same behavior.
I'm not sure when it started, but seems to be fairly recent, as I've never noticed this in the past.
Windows 7 Ultimate x64.

From what I understood, your problem lies with 'Default program' settings of control panel.
To narrow the issue please click the '?' near any settings and see that opens a web page in your browser or the same error as you said in your post.
