When any new Norton Product with Norton Intrusion Protection is installed _and_ you are also trying to use Windows Live Family Safety Settings (http://fss.live.com/) then you cannot get to any sites on the Internet. This did not happen with previous versions of Norton.
Windows Live Family Safety Settings was working fine with Norton Internet Security 2008. I then tried changing my internet security suite recently from Norton Internet Security to Norton 360 trial and the issue started to occur. As such I reinstalled Norton Internet Security. This uninstalled Norton 360 and rebooted before installing Norton Internet Security 2009. During this process there was a period when neither Norton product was installed at which point IE was able to browse the internet with family safety enabled without issue.
Is this a known issue and is it something that can be fixed in an update?

It could be that no one else has had this issue, and that no Symantec employees are available on the board to hazard a guess. It appears that you have gone from NIS2008, to NIS2009, to a beta 360 which could cause a lot of program left-overs causing a problem. Since you are presently on 360, you might be better served to post this problem on the 360 board instead of NIS/NAV. Others may have had the same issue there.

I have this same problem on two separate PCs. One has Norton 360 and the Other Norton Internet Security. I put in a helpdesk request to Microsoft and got the reply below. Is there anybody at Norton who can shed some light on this problem? It is quite annoying.

Hello, I would at Symantec QA for the Norton Intrusion Prevention systems. I have a few questions for everyone seeing this problem.
1. What OS version with service pack, and what version of Internet Explorer are you using (I tried it on XP sp3 with IE 6 and had no issues)
2. Did you install the Norton product before or after setting up Live Family Safety (I tried with Norton first)
Also, to narrow down the problem. Can you go into Internet --> Settings -->in your Norton product and turn off "Browser Protection" only and see if the problem still occurs. The main setting for "intrusion prevention" turns off two separate intrusion prevention components (the network IPS, and Browser Protection). This will help me narrow down where the problem is coming from.
OK, I did some testing on our side and I reproduced the problem. It doesn't seem to occur when using Windows XP and Internet Explorer 6. But was easily reproduced on Vista SP1 with Internet Explorer 7.
Our IPS development team is looking into the issue now. I will reply back to the forum when I hear back from them.
Thanks for the updates. In my case both PCs have Vista Home Premium SP1, with Norton installed first (N360 on one PC and Internet Security on the other). Windows One Live Family Safety was installed last and just a couple of days ago.
I tried turning off only Browser Protection as you requested and still web pages were blocked. It is interesting to note that I can still send and receive emails and do other internet related stuff while Intrusion Protection is on. Only web pages (I use both IE7 and Firefox 3) are blocked.
We have determined there is an incompatibility between our IPS driver and the Microsoft Family Safety driver. Our development team is working on the problem and coming up with a fix.
The only workaround I can offer right now is to disable either IPS or Family Safety, I have found no workaround that allows both to work at the same time.
It's good to hear that the problem has been identified. Do you have a sense as to how long this may take to fix and release? I would like to get my children properly protected...
We are going to release an update for the IPS drivers sometime in May/June. There is a possibility it may be fixed at an earlier date if we wind up doing a bug fix patch but nothing is on the schedule at the moment.
