Norton Life Lock

When checking for updates there are two NortonLifelock that shows up. When this happen it cuts my liveupdate. One runs higher in task manager than the other one.

It is normal to see two instances of nortonsecurity.exe loaded into memory when you view your running processes in Windows Task Manager or Microsoft Sysinternal's Process Explorer (Note: on older operating systems you must enable "Show Processes From All Users" in Task Manager to see both instances)

The "primary" instance owned by SYSTEM manages your Norton real-time protection and has a lower PID (process identifier) because it loads into memory earlier at boot-up. I believe the "secondary" instance owned by your Windows user account manages less critical tasks like rendering of the Norton interface and low-priority background tasks.  Norton is designed this way so your real-time protection won't be disabled if your Norton interface crashes or there's a problem with a background task running to completion.
