This has happened occasionally in the past and didn't really bother me, but now it's happened twice in a couple of hours.
A pop-up appears, with the heading 'Norton LiveUpdate', and 'Error Updating Product' below it on a red band. Below that, it says: 'We were unable to update the product because we could not shut down all the drivers. As a result, your Norton product is not running. To ensure protection, please restart your computer, which will apply the patch and restart your Norton product.'
Each time this happened, I clicked on the 'Restart Now' button and the computer restarted successfully. After the second time, I opened Norton and ran a live update, and it seems to have completed OK - but I won't be surprised if the error appears again soon.
Does anyone know how this can be prevented, please?
@RBanks111 The original poster of the thread MAY have a solution which may NOT be the solution for you. IF, you have installed any recent Windows updates those do at times re-enable fast startup. You've said you are running Windows 10.
I didn't have the Fast Startup option in Power Settings
You should NOT have to edit the system registry to disable that setting. Its listed when you select "Choose what the power buttons do". Then click the statement in blue " Change settings that are currently unavailable". What version and build is your WIndows 10 installation?
I haven't had this problem in the last week, since I reported it. It's too early to say that it's been resolved, though, as it was only happening sporadically. Maybe another week or two would be enough.
It's been several days since updating the registry to disable fast startup, reinstalling Norton and manually running updates over and over until no more updates came up. Issue has not recurred so I think the issue is resolved.
Hopefully whatever MS did with the recent update that caused the issue is resolved so people don't keep getting this in the future.

I didn't have the Fast Startup option in Power Settings but I followed the instructions to disable it in the registry.
Reinstalled, then manually ran live update several times until no more updates were found. Hopefully this takes care of it.
After reinstalling, do you run LiveUpdate manually a few times, restarting as necessary, until no updates are available? Then restart again. Restarting, not shutdown and startup again if you have Windows Fast Startup feature enabled. If you use Windows 8/8.1 or 10, there can be an issue with the Windows Fast Startup feature.. My hibernation and quick reboot was already disabled so that is not the cause.
I have not installed anything new, except for Windows Updates which appear in the Windows updater so I assume something in one of the more recent Windows updates caused this.
Rebooting does not fix the problem. Norton pops up with the Remove & Reinstall tool which removes it but it does not reinstall.
I manually reinstall from the downloader. It works for 12-24 hours at which point the error comes back, requiring removal and reinstall. I've gone through this cycle ~4 days now.
bjm, peterweb – Thanks, but I did restart the PC each time the pop-up appeared. The problem is that this has been happening repeatedly, and on Tuesday it happened twice in a couple of hours (even though I did a restart after the first one). Doing a restart every time is a workaround, but it's a real nuisance when I'm trying to get things done.
bjm – It can’t be a Windows 11 issue, as I’m using Windows 10.
I would suggest it is the 3rd party drivers. Norton should be able to close their own drivers. I cannot test as I do not have Win 11 yet.

From what can be put together from the posts already here, Windows 11 appears to be the issue. When Norton installs a patch on my WIndows 10 machines the entire desktop ( explorer.exe ) is restarted by Norton. I have always rebooted when patches are installed regardless of whether prompted to do so or not. That ensures the patches are correctly installed.
Did you do an in place upgrade to Windows 11 via Windows Updates or install with the RTM ISO?
The message explains what is happening. Some driver(s) are not able to be closed by Norton on a temporary basis to allow the completion of the Norton update. Restarting your system gets all driver(s) to shut down correctly and allow the update to complete.
Curious, are the "drivers" not able to be closed by Norton....Norton drivers? or 3rd party drivers?

I would suggest it is the 3rd party drivers. Norton should be able to close their own drivers. I cannot test as I do not have Win 11 yet. I'll let others test the new OS before I take the leap.
hey this exact thing happen to me. windows 11 fast boot off it happened more than 10 times (used both the app's restart button, and thru the start menu). after i reinstall the software it still happenes. is so annoying, it happens every 30 minituess.
