Just rebuilt my pc with a new motherboard.
Tried to install a PCB design program.
Norton blocks it at "play.png" a sound file.
It lets the setup program run ok but stops at this file.
So next step ? Norton tells me it has blocked it.
No option to over ride given so useless.
Went into norton settings and no sign of an option to allow a file(s) or even a directory.
So uninstalled norton and it installs fine.
The program is signed so shouldnt cause any problems.
Its also been whitelisted with norton.
Sometimes you just cant win !
