Norton Password phone request not working 1st time

My Norton Password Manager is set up on my PC to send a request to my mobile phone to unlock and open it. It sends this request, which I approve, but Password Manager does not open on my PC. I have to wait for the PC to ask to Resend the request which, when approved, opens it up properly. This has been going on for a number of months. Why is it not working first time?

there can be a few thing try add it all agian remove the app on the phone and then the sync on the pc that can fix it and then add it all agian

Thanks for your reply. I have done this a number of times, including yesterday, and it is still the same - 1st request to mobile arrives which I approve but it does nothing, the resent request from my PC then works when approved.
