I just got an antivirus subscription, however I don't have the VPN service. I only see the option to "Learn more" but choosing that option only sends me to the online page for the prices of the packages. I tried downloading the app on my phone and logged in with my account but it just says "we can't find your Secure VPN subscription on this Norton account"
Regarding the India availability of Norton VPN, it is explained here. https://community.norton.com/en/forums/accessing-norton-secure-vpn-india Basically any VPN provider wanting to serve India had to have logging of information on users of the service. This information could be requested by the Indian government for whatever purpose they deemed necessary. Norton is a No Log VPN service, so they decided to pull the product from that country.
Similar legal hurdles can be found for other countries outside the US due to the technology export restrictions put on by the US government. Some of the other VPN services may not be based in the US which could be why they can still provide service in those countries.
One thing that really amazes is why is Norton VPN not available in certain countries when VPNs like NordVPN, Express etc are? For example, because of Indian government, VPNs had to remove Indian server but those VPNs can still be used in India etc but not Norton, why?
Actually, am not affected as am from Nepal and fortunately I can use Norton VPN built into Norton 360.
I looked through the Turkiye web site and see no mention of VPN service being offered. So you cannot use that Norton service in your country. It would appear that there is some legal reason Norton cannot offer the service there.
If you try to purchase from another country Norton web site, you will run into geographic locking used by Norton subscriptions to prevent customers trying to circumvent the legal availabilities of certain features. So your product would probably not activate when you tried from your location.
If you are really looking for a VPN product, you will have to search other VPN providers that are available in your country.

Where in the world are you located? Not all Norton products have the same feature sets. The VPN may not be included in your specific Norton subscription.
