I’ve come up with a ‘BOOKMARKS BAR’ shortcut ‘FOLDER’ for NPB.
It’s an HTML file and fulfills a lot of the SIDE PANEL actions; but, you don’t need the SIDE PANEL.
It means; especially on smaller screens : YOU GET TO USE THE WHOLE SCREEN !
Download the .txt file.
Change the extn from .txt to .html.
Import the HTML VERSION into your BOOKMARKS BAR.
Drag the folder to where it best suits you and your good to go . . .

fwiw ~ on my side the NPB bookmarks bar displays under the address bar without the side panel

I use the same setup, ‘address bar’; underneath it ‘bookmarks bar’, in folder format., multiple folders and dropdowns across the ‘bookmarks bar’. My ‘NORTON‘ folder lives on the far left, the 1st folder on the ‘bookmarks bar‘. Any time the ‘SIDE PANEL‘ activates I just close it. Generally, the ‘SIDE PANEL‘ is off.
I didn’t illustrate my setup, I left it to those who might give the file a punt, a chose of their own.
my preference for Chromium based browsers is using a bookmarks extension
