I would like to know more about the new Norton Remove and Reinstall Tool. In the past, if I needed to reinstall NIS11, I would first uninstall it using the Control Panel, then run the Norton Removal Tool, and then reinstall using a file like NIS-ESD-18-6-0-29-EN. Is the new recommended procedure to run Norton Remove and Reinstall Tool? Do you still needed uninstall first?

The Norton removal and reinstall tool takes care of backing up ID safe, uninstalling, running the removal tool and reinstalling the software. The entire process should be automated and there is no need to uninstall first. It works on 2011 products and later - however I would not try it on the 2012 Beta since it is not officially released yet.
Due to the critical nature of the information contained in ID safe I would recommend backing that up manually first just as a precaution even though the tool should do this for you.
We always recommend to periodically back up ID safe anyway, such as when you've added some new logins, etc.

Does the Norton Remove and Reinstall Tool have the latest version of NIS11 built in, or do you need to the have file on your hard disk for it to access?

The Removal and reinstall tool will automatically download the latest version of the product that you have.
Just be aware that this tool will only work with NIS, NAV and N360. If you have Norton Ghost, Norton Utilities, etc the tool will not reinstall those automatically.

If you do have Norton Ghost, Norton Utilities, etc the NR&R Tool will remove them !!!!
And also as the KB article says -- if needed you can run the older Norton Removal Tool afterwards if there is a problem still after using the NR&R Tool.
Just making assurance doubly sure since we don't always piece the bits together!

car825 and others, please be sure to read the KB article carefully as it does indicate that you will need to reinstall any other software (other than NIS, NAV and N360) manually.

Now I'm confused. The article said that you need to download the tool itself, but I don't think it said anything about automatically downloading a NIS11 file or even needing to be connected to the internet before running it.

The implication is that Yes it does automatically download the latest version of the Norton product you have installed. Symantec apprised the Guru's of this tool when it was first being released. It does automatically download the latest version and Yes you do need to be connected to the Internet for this process.

Thanks for the clarification. When I read that I thought it meant the tool itself included the latest version of the product. Since you need to be online, does the tool do anything to protect your system between the time it does the uninstall and the reinstall?

The Norton R&R tool first downloads the product installation program before it uninstalls your Norton product. So Yes you need to be connected to the Internet but since it downloads the updated program first you are not left unprotected during the time the process completes.
I just tested this "again" on my test laptop to confirm what the process does.
