Norton Safe Emails not working

I am using an IPhone with latest OS

I have tried everything that Norton has published about what to try. Since setting up it has found 5 unsafe emails so it works to a low level. I have about 15 unsafe emails a month. I have been running Safe Email for about 6 months so Norton Safe emails does not work. The unsafe emails are obvious, some don’t even have valid Domain names so I can’t block them. I have forward some to scam@norton.com. I always send them to .gov.
