"Allow access to File URLs" gives an extension access to local files on your computer. For some extensions this is useful, such as if the extension is used to open or interact with files saved locally.
When you "Allow access to File URLs" it means you are giving permission to the extension to read, modify and write files on your computer.
Any extension with "Allow access to File URLs" permission can read any file on your computer that you can. None of my extensions need that permission, so they shouldn't have permission. Safe Web does not need access to local files on your computer.
