Norton Safety Minder stopped working, cannot uninstall

Norton Safter Minder has stopped working on my daughter's machine.  I cannot uninstall it, and trying to install over the top of what is there does not work either.  When I tried to install it again, I got an error, and a message about something called the Norton Removal tool.  Is this what I need?  If so, where can I get it?

Thanks for the response.  Are you able to setup a remote desktop to a Vista Home Premium system?  Do you have a tool that I can use to un-install, and then try re-installing?
