I have repaired N360, no change. Uninstalled and reinstalled, no change. Used NR&R.exe and then reinstalled, no change. Have reset network, no change. Have reinstalled miniport drivers, no change

What is your Windows 11 version and build?
Do you have an ARM CPU or are running Windows 11 is S mode?
Were there any Windows updates applied before the last shutdown and reboot?
Are there any other security tools installed?

Thanks. Your version of Windows 11 26100 is 24H2, is there a reason you haven’t updated to 25H2? Just trying to get some idea of what may be missing critical updates that correct certain issues.
Please open Windows services find Norton VPN and right mouse click once you highlight it. Open properties then find the “startup type”. See if that is set to automatic. If its not make it so. Save your setting then reboot / recheck the VPN.

Yeah, VPN service is set to auto. It’s always been running, have stopped and restarted, no change.
I don’t usually force optional updates.
