Norton Security 2009 Email Problem

Ever since I installed NIS 2009 I have on going problems getting email. It does not do it all the time but when it does I have a message saying incoming server no access. It also affects outgoing too. If I log off and then logon it works. I  removed NIS 2009 and had no problem reinstalled it today and the problem came back. Talked to Norton support and there fix was to reinstall NIS 2008 which I had before which had no problem with. I would hope that Norton could come with a better solution than that. My OS is Vista.
