This has been going on for years...Third Party Software installation programs (Adobe Shockwave is most likely the culprit) install the stand alone Norton Security Scanner and add events to the Windows task scheduler and the program cannot be removed/uninstalled by any normal Windows or Norton uninstall method (if somehow removed it "magically" reappears after the next reboot).
Norton needs to provide a method to remove this program, or prevent it's installation (especially when the PC already has a Norton Product installed...in my case Norton Security). I shouldn't have to download and install another third party software (such as Revo Uninstaller), and then go searching for Task Scheduler and registry entries to finally rid my PC of this plague!!

All: Just a suggestion for the OP. If the OP is on Windows 10 Adobe Flash Player updates are managed by windows updates. Attempts to download it from the Adobe site will give you the following per my screenshot. Other versions of Adobe products such as Adobe Shockwave will allow the download and during the install present check boxes as bjm has shown for third party software downloads. These are at the total discretion of the user not controlled by Norton:

Software that "hides" itself is usually malware or potentially unwanted program (PUP). Download, install and run Malwarebytes which is totally free and is compatible to run alongside your Norton product. It should find and remove anything malicious. https://www.malwarebytes.com/

We have see users her before with this Adobe tag along that had to look in the Adobe folders on their computers to find the installer buried deep in the folder tree.

As I mentioned in my original post I believe it was Adobe's Shockwave installer that installed the scanner. Whether it was them or someone else the ability to uninstall the Norton product should still be available through normal methods. I believe that is Symantec/Norton's responsibility.
Have you been able to determine the source of this download? I'm sure you are aware that there is usually an opt out for this optional download, although some sites seem to hide it well.
I agree this should not be happening, and will try to escalate this issue.
