Norton Tool Bar not showing in Outlook 2007

Whew... where to start. I bought a new Windows 11 computer and until I decided to switch ISP's and change my email address, everything was working just fine with the Norton AntiSpam toolbar. If I use my old ISP (yes, we're keeping two for a few months until I can get things switched over) and my old email addres... all is well. However, I made a new Outlook.com email address and that's when the toolbar disappeared. The 'help' section says to add the new ports if they're different from the default ones. HOWEVER, when I try to change the Incoming port to 995 Norton says it can't do that because other programs use that port. So what I'm seeing is that if I choose to use my Outlook.com email address, I cannot use Norton AntiSpam. Does anyone know a work around? If so, I'm all ears. I like using Outlook 2007 and I want to be able to use my outlook.com email address... so am I SOL (sorry out of luck) on this? I can upgrade to a newer version of Outlook but I think I'd run into the same problem. And my hubands new outlook.com address disabled the Norton AntiSpam too... He uses Win 8.1 and Outlook 2007 also.
HELP please!!

@AzLady Can we assist further?

Hello AzLady. What is your current Norton product and its version? Both computers. I use Outlook 2021 on my machines with Verizon email. Windows 10 Pro. I've enabled the add-in in Norton anti-spam settings and it will catch spam although not as frequently as my older Outlook 2010 did. There is a Norton bar selectable in the main top ribbon within Outlook that can be used. Unfortunately the ports cannot be changed, it has been reported many, many times without a resolution thus far.
