Is this a problem?
Norton's VPN app only allows you to choose a country. The user has no control over which server in that country that will be used to provide the VPN service. Norton is supposed to check for the best connection each time you connect to the VPN. That is why you do not see the same location each time you connect.
From your image, I see you are using the auto selection for the VPN virtual location. I live in Canada and I have seen a connection to a US server with Auto region selection.
