any third party VPN?
any third party DNS resolver?
~ have you tried calling Norton LiveUpdate + Restart (not Shut down) machine?
~ have you tried Norton 360 → Troubleshooting → Repair Norton &or Reset to Default?
Note: Reset to Default resets Cloud Backup
