On the Upgrades & Renewals page. It says a one year subscription to NIS 2009 + NSW BE 12.0 is $59.00. That's what I paid for my NIS 2008 and NSW 2008 subscription just a few weeks before NIS 2009 was released.
I believe what you had purchased previously was a “bundled” Norton Internet Security Basic Edition and Norton SystemWorks package. These are two separate products, sold together for a discounted price. Unfortunately, Noton SystemWorks 2009 (12.0) Basic Edition is not available for a free update.
I have been told several times by Customer Service that NSWBE 12.0 will be available soon as a free update to NSWBE 2008. Please advise.

Sorry for the confusion. You can run NSW BE 11.0 with NIS 2009 now, as there is a patch that fixes the issues that you had before hand. You will need to run LiveUpdate to get this patch.
NSW Basic Edition is not a subscription based software. It will not expire. Only the subscription based versions are eligible for free updates. If you have the subscription based versions of NSW (standard and premier), then you're eligible for free product updates.

I updated to NIS 2009 several weeks ago. I removed NSW BE 2008 due to compatibility problems. I see that NIS 2009 now includes NSW BE 12.0. How do I get NSW BE 12.0? It should be a free update.
Where did you read it is included?
It's not. The only thing what happend was that Symantec had a small update to solve the compatability problems
