Opening Program Control causes NIS to crash

Currently I'm unable to open the Program Control panel, why, I don't even know.
When I click on the Program Control panel link in the settings window NIS starts to freeze.
After some minutes Windows (7 64-bit) tells me that Symantec Service Framework froze and needs to stop.

When NIS got closed, the Sidebar icon goes black and the NIS icon in the taskbar starts to dissapear.
At that point, I won't be able to start Norton manually.
Using the NIS shortcut, or opening uistub.exe won't help at all.
Sadly I'm not able to shutdown the service at Task Manager > Services > (Admin) Services... due 'protection'.
After like 5 minutes, Norton Autofix appears in the screen and shows the error "8504, 104".
This error lead me to execute the Rootkit scan, which did not solve anything.


The only way to solve NIS working again is to restart my PC, which kind of annoys me.
But still, due this problem I won't be able to open the Program Control panel, it just freezes.
And because of this problem I won't be able to grant acces some programs internet priveleges while they do need it.
