I recently swapped browsers from Edge to Opera GX I have followed all the steps configured open in chrome browser extension correctly and configured my android phone password manager notifications. But I still do not receive notification on mobile to be able to open vault on my desktop. My subscription is coming to an end and this problem will stop me renewing my Norton 360 again use other another product.

Have you actually logged into your account within the PWM extension on the PC? Doing so and logging in directly there once should allow the vault to synch.
