I purchased Norton Internet Security from Amazon on 14th October 2013 and activated it on 2 devices and thought no more until contacted by another user who had also bought from Amazon on the 19th November 2013 with the same Product Key to discover it was already active. I then found a third device had been activated against my licence.
Howcan this happen and is it a security issue I should be concerned about?

I'm surprised that that can happen without the other purchaser accessing your Norton Account which means knowing your login ID and password for it. But I'm not sure of the exact procedure for activating a new product so it is important for you to do as Imacri suggests and contact the Norton OnLine Support via the CHAT route that uses the computer keyboard -- usrs say it is quicker and very helpful. They have the tools to check the validity etc of your copy and may be able to see what happens.
I hope you did buy direct from Amazon -- where they say << Ships from and sold by Amazon.com. >>
If the worst comes to the worst I hope you paid using a credit card since you then have about 60 days to enter a "Dispute" which will credit the charge back to your account which I imagine Amazon would do anyway.
Was it a physical delivery to your of a boxed version or a download ?

Further to huwyngr's comment, it might also be prudent to change your account password. Click the Account link in your Norton GUI to sign in, and then go to Profile | Change Password.

Chnaging the password is good for controlling and eventually expelling the computers using the key.
But : Activation of a key is only done on the first computer which enters the key, which then asks for the Norton userid and password.
On subsequent computers you only need to know the key and enter it to activate the Norton on that computer. It will never ask for Norton userid/password.
So if a key is sent to two different users, the first user who enters/activates it, keeps control trough his/her Norton user and password, but not on activation by another person.
