Outlook not connecting to servor after Norton security added

Outlook send/recieve progress nets "task 'xxxxxxxxxxxx@ astound . net - recieving' reported error (0x8004210A) : The operation timed out waiting for a response from the receiving (POP) servor.  

It works fine on another laptop that has Norton, but the outlook taskbar doesn't have a "Norton" dropdown

using new laptop, office 360, windows 10, and Norton family.
