Just a thought: You may want to remove the Yahoo, Google, and Bing / Windows Live toolbar

I tried to remove the tool bars the page area did get bigger but when I went to that page where I have to fill out forms the skewing got worse. The first shot is just once trying to scroll the second is many times trying to scroll. This did not start until I upgraded to 2012.

This is a problem with the norton product itself when I took the toolbars off viewing area was bigger but it was worse, it's like the bottom of the page is sticking and not moving never seen this before.

It even happens on this site.

Hmmm no problem here but I'm using Internet Explorer 9 on Windows 7, so the browsing experience may vary.  Can somebody with IE9 on Windows Vista test out the problem?  First make a fake ID card and browse to http://www.outdoordistributors.com/contact.html, the website in question.

Try hiding the "menu" bar.

I'm running IE9 also and I even uninstalled  and reinstalled today, thought the upgrade was buggy somehow so did a clean install still same results. even if I take all the bars off execpt norton it still skews I'm out of ideas. Even CS is baffeled.

Are other website skewed as well?  How about on Firefox or on Chrome?

Try this: launch start menu and type in "no ad."  Then click on Internet Explorer (No Add-ons).  Browse to the website and test.

I'm baffled and to am out of ideas...

I tried with firefox and chrome did not see any skewing issues it must be IE9 for some reason doing it. Any adjustments to IE that I can do?

I tried the no ads thing and no issues but I did not have any toolbars the norton bar was missing so no issues there.

Running IE in no-addon mode would remove the fill bar, so that wouldn't be replicating your scenario.

What about Compatibility View in IE9 - have you tried switching it on/off?

It does indicate one of the add-ons may be messing up the page...

Well I think I found the issue, I have a website that is up for my business (www. nightriderrv.com) and I have some computers on the page that is animated well they would never display correct, so I was looking in internet options on IE9 and found a box for displaying animations in webpages when I checked it the computers started to display correct and now when I visit sites and the fill in bar pops out no skewing occurs now. Who would think a simple setting would do that, it seems IE9 thinks that bar is a animation. I just want to thank everyone who had some input in helping me to solve this issue.

go to internet options

click on the advanced tab

under the multimedia section

check play animations in webpages

Hmm... that option is checked by default in IE9 isn't it?  Glad you solved the problem!

I have exactly the same problem as this but unfortunately this fix doesn't work for me. Running IE9 with Vista SP2. I have uninstalled and reinstalled Norton IE12 twice now using the uninstall tool. I have reinstalled IE9 twice. Have checked for updates to all drivers. Have spoken to Norton support, they took control of my computer and tried to fix it but couldn't. I bought a clean up program to clean up my registry etc. Nothing works.

It is really annoying having to keep closing down the pop up bar, sometimes every few seconds in order to be able to read a web page. I can't seem to switch off the pop up bar either. Any help would be appreciated as I have a whole year of subscription left.

I too have tried the animations setting both ways.  The scrolling problem is the same both ways.  Also, some User Names and or passwords do not load since upgrading to NIS 2012.  I run Vista SP2 and IE9, and have been using NIS 2011 for months with no problems.  2 days ago (One day? I've lost track!) I was prompted to load an upgrade.  It seemed to install 19.6.1.8 with no problems, but immediately started having the scrolling problem and some User Names and or passwords do not load.  The only thing that is consistent is that the scrolling problem is always there until I close the Identity Safe line at the top.  Been to the support page many times.  Once it had me download and run Nrnr.exe to uninstall and reinstall 19.5.1.2.  That searched for installed NIS and then started uninstalling - ran for an hour before I killed it via Task Manager.  Then NIS repaired itself and running 19.6.1.8 again with the same scrolling and userid/password loading problem.  Really starting to wonder haw much testing was done on this release.
