Environment: Windows 10, Edge 115.0.1901.188, Norton Password Manager 8.04.39
Clicking the NPM icon on the right upper corner does not show any reaction, is left grey. NPM works with Firefox. Can open vault when logging in to Norton.
Last updates to windows were KB502412 and KB5028244. NPM worked before. Are there any bugs known in either windows or NPM?
Good news indeed, thanks for the post-back.

Desktop and notebook PWMs now work as expected, but still the difference between notebook and desktop can be seen if opening the Configuration Manager Apps list. Don't know what cured the system. Possibly reinstalling Norton 360 completely or downloading the browser extension for PWM several times did it.
I removed NPM from edge, totally reinstalled Norton Security Online, added the NPM extension again, restarted, but no change. Same behavior as before. Today, by some magic NPM worked again.
When I mentioned the windows apps list I referred to "Apps and Features" under settings. There is still a difference between my notebook and desktop as you can see if you compare the two snapshots.
Anyway, no need to dig deeper.
1 - PWM is an extension, not an app for browsers, so it won't show as an installed "app" listed in Windows Programs and Features. That is as it should be. On your desktop, are you by chance referring to Windows Apps and Features listing in settings under Apps? PWM doesn't show there on my devices either.
2 - Do either of these devices run Windows in S mode?

Updated notebook with KB5028412. NPM still works.
So the major difference is that NPM does not appear in the windows apps list of my desktop.
Windows is 19045.3271. SA you were right update should read KB5028412.
Other observation are: 1. NPW is not listed under windows apps but is shown in the Edge extensions list. 2. NPM works fine on my notebook. Difference is that NPM is shown in the apps list and and the above mentioned update is not installed so far.
Will try to update my notebook and see if same problem.
ALSO forget to add that I have tested the latest PWM extension, same version as yours on Edge latest version and Opera GX latest versions. I do not see nor can I reproduce the issue you are seeing.
Edited: Just checking Windows updates Microsoft has released a fresh update KB5028412. Maybe a typo in your original posting for KB502412?

Hello. KB502412 is NOT listed in the WU catalog.
Which begs the question, did you do an in-place upgrade from Windows 7 to Windows 10 at some point? Check for fast startup being enabled on the system, disable it and reboot if its enabled.

KB5028244 was released July 25th 2023 as a "preview" update. https://support.microsoft.com/en-us/topic/july-25-2023-kb5028244-os-build-19045-3271-preview-8cf92c9b-3a60-4c6a-8f4c-fc41fe8f4f2c
Please check your Windows install and verify it is OS Build 19045.3271.
You SHOULD also have the latest .NET update installed. Check to see if you have KB5011048 also installed. Norton products have been throwing install and usage errors because this .NET update is missing.
