I'm a little confused with your first line i.e. "had NIS 2008 on laptop.........So I installed NIS 2008" Did you mean you uninstalled? If so and if the uninstall was not complete, your old licensing information probably remained on the computer.
Before you go through with an uninstall try this link and see if you can synchronize with your NEW license there. However if you install with your new license, realize you will loose any days you have remaining on the old subscription.
PS: In the future you can renew your subscription without buying a new license and still be eligible to upgrade to the latest version.

Laptop came with NIS 2007.
I then installed NIS 2008.
As the license was expiring, I purchased a new 3 user license. It was cheaper to buy a 3 -user version then buy 3 single
licenses from Symantec.
I uninstall NIS 2008 and then installed installed NIS 2008 new license.
I then installed 15.5 over 15.0.0.6
I then uninstall 15.5 and then re-installed 15.0.0.6 and used the keys on the new install.

Symantec holds the license keys in the registry. This is the way they track the subscription information.
