What methods had you set up for two factor authentication? If had set up texting, or an authenticator app on your phone, you should still be able to use those methods. If you only set it up using the one time pass codes, the only way you can get into your Norton Account is by entering one of those codes. If they are lost or not available to you, unfortunately there is nothing anyone can do to regain access to your account. Support cannot bypass the two factor authentication, because if they could do that for you, then a scammer with enough personal information on you could also ask support to bypass the authentication, and take over your account.
