Popup for Norton Utilities

A month ago I got a new Windows 10 laptop with SSD.  Nice and fast, especially compared to what I had before.  But a few minutes ago (and also a week ago), I had a Norton Popup telling me that my computer seems to be running slower than usual.  Along with something like "Have you noticed it, too?" and a suggestion to buy Norton Utilities to address the slower performance.  What are they talking about?  The performance seems fine to me.  And when I look at the performance graphs in NS I see no red flags in either memory or CPU.  Does anyone know what criteria are used for the "slower than usual" claim? 

Norton nor any other software should NEVER be given the permissions to "defrag or optimize" an SSD. It will kill the SSD over a short period of time. DO NOT install nor run Norton Utilities on your SSD. Nor any other utility software that wasn't created by the manufacturer of your SSD.

If so, I don't appreciate the disinformation or deception.  This would be different than a sales pitch such as, "you are at risk of this-or-that kind of malware or identity theft," because in this case it's making an assertion that it actually detected a slowdown in my system performance.

This is probably more of a marketing gimmick than a technical one.
