Preventing children from making purchases

Hello all, first time poster.

 

I tried searching for options, then searching the internet to see if this has been covered before, but I either couldn't put together the words correctly, or it just really hasn't come up. I'm using Norton 360+Online Family to help my Mom make sure my brother isn't getting in to trouble with his new laptop. I got everything we wanted set up so that he can only visit appropriate websites, but the main issue we've had trouble with in the past is sites like Club Penguin that lure kids in and then get them to pay for services. Obviously a certain amount of protection is on the parents here, but there's certainly no accounting for a child willing to take their parents' credit card and make purchases without them knowing.

 

Does Norton have some kind of answer to this? I couldn't do a purchase test to see if I could make one on his monitored computer/account, and as mentioned I didn't see anything that particularly blocks these purchase pages. I did get to one via a facebook game, though I didn't put in information and try to submit a payment.
