Problem creating bootable recovery disk

I have an HP laptop running Windows 7 64 bits and Norton 360 v. 20.1.1.2.  I am trying to create a bootable recovery disk but I have not succeeded.  I burned several CDs following the instructions as best as I could, but they don't boot.  When I turn the computer on with the disk in, the screen flashes a hyphen in the upper left corner for several seconds and then it boots normally from the hard disk.. The Bios is configured right to try to start from the CD/DVD drive first.  In fact, I made a system repair disk from the Windows control menu and this boots OK.  Any suggestions?

 

can you try the disk on another PC?

It is possible you need to add a driver; perhaps someone else with HP can advise.
