No support for canceling operation .
NBRT Wizard to create media no longer supported.
The tool may not work properly in virtual machines.

This is the latest listed version. Have you tried this ? https://security.symantec.com/nbrt/nbrt.aspx
Have you downloaded the latest version of NBRT, or are you using an older download?
If you are testing in a VM, that may explain why you cannot get anything to work properly. As the name implies, it is a tool to be used to boot to a clean environment, separated from the OS on the computer being scanned.
What errors do you see when you try to create media?
