Problem receiving Email in Outlook using POP3

Issue abstract:
Unable to receive emails in Outlook since several days.
When I disable “Analyse incoming e-mails (POP3/IMAP4)” in Norton, it works.

Detailed description:
The error message from Outlook is: “Receiving reported error (0x8000CCC1A) : 'Your server does not support the connection encryption type you have specified …"
Problem appeared between Wednesday 16 april and Friday 18 april.
I have not made any changes to the configuration.
The reception works when I disable Norton email scanning (see above).

Product & version number:
Norton 360 Advanced (version 25.3.9983 (build 25.3.9983.926)).

OS details:
Windows 11
Office 365
Outlook version 2503 (Build 18623.20208)

What is the error message you are seeing?

Hi, no VPN is switched off.

Reset the Norton firewall and recheck. If that doesn’t clear the issue. Temporarily disable the Norton firewall and retry getting Outlook to work correctly. I’m not using the newest release of Norton and cannot validate the issue you are having with my Outlook install.

Thanks for your suggestion. I tried switching off Firewall in Norton, but no change.
However, one strange thing happened this morning.
I opened Outlook, and all email arrived correctly without error !
Then I tried it again a few minutes later, and it failed ! Bizare. :woozy_face:

One idea I had was to check the DNS addresses of the Orange mail servers, and the order of the addresses had changed between the two connections :

FIRST CONNECTION (worked)

What do you think ? Could this provoke the error ?

Please confirm you mean Norton 360 → Email Protection → Scan inbound emails (POP3, IMAP4)
Please confirm you’re not running Norton Safe Email

The problem has disappeared following the installation of the last Windows update :

April 22, 2025—KB5055629 (OS 22621.5262 and 22631.5262)

Rebooted and installed this Windows update this morning, and suddenly everything works :smile:

( I did reboot Windows a few days ago, but that did not work )

I can only assume that this last Windwos Update has fixed something (in Windows or in Outlook?), although I don’t understand what.

Thanks…your “Analyze” made me wonder if we’re talking Norton 360.
