I think the problem might be with Windows Task scheduler. You have to configure the Task Scheduler to run when no one is on. Here are the steps:
Add your Windows password to the LiveUpdate task in the Windows Task Scheduler
On the Windows desktop, click Start > Programs (or All Programs) > Accessories > System Tools > Scheduled Tasks.
Right-click the LiveUpdate task, and then select Properties.
Verify that your computer and user name is correctly entered in the Run as: box. If not, enter the correct information.
Uncheck 'Run only if logged on' box
Click Set password.
Enter your password in the Password and Confirm Password fields, and then click OK.
I've already done that. The task kicks off a .bat file which does a couple of things (like wake up the computer). That does run. It just seems like the luall.exe does not successfully run. No indication in the Norton log file that anything ran.
I used to have Symantec Anti-Virus (Corporate Edition) running on that machine, and I could tell it's LiveUpdate to run at a particular time of day, and I just made sure that the machine was awake. Then it would run and update the signatures. It just seems like the NIS version does not want to run unless somebody is logged in (like it wants to access the GUI or something).

Is there a reason that you want to run LiveUpdate at a specific time once a day instead of just letting Automatic LiveUpdate check for updates on a regular basis?
Automatic LiveUpdate should run successfully when no user is logged in. However, if LiveUpdate has to go through a proxy, then you need to set the service to run as a local user, or it will fail when no user is logged in:
First, in the Symantec LiveUpdate control panel, confirm that Automatic LiveUpdate is enabled.
Then, set the LiveUpdate service to run as a local user:
Start > Run services.msc
Right click the LiveUpdate service, and then click Properties.
On the Log On tab, click This account, and then provide login credentials for the admin user account.
Click OK.
This will allow you to obtain updates more frequently when a user is not logged on.

Disabling automatic LiveUpdate is not a good idea because updates downloaded once a day is not frequent enough for fast moving outbreaks and phishing attacks. Your system would be vulnerable for a few hours during the early stages of a new outbreak.
However, you can try scheduling C:\Program Files\Common Files\Symantec Shared\NPC\NPCLUStb.exe. This won't shutdown your computer when done and will only work with NIS 2008.
I did try NPCLUStb.exe, and it seemed to hang and accomplish nothing.
It turns out that I finally was able to get LUALL.exe to work (I had entered its path incorrectly in my .bat file). So the problem was my inabiilty to type all along. I now have it working.

Sorry for my delayed reply. In your batch file, are you launching LUALL.EXE with the -s switch to make it run silently? If so, LiveUpdate will not download updates that require you to restart the computer. Virus protection and intrusion protection updates will not be affected, but you will not receive component updates since you've disabled Automatic LiveUpdate. If this is an acceptable situation to you, just run LiveUpdate manually from time to time to get the component updates.
