Problem with one drive

I have red x at bottom of computer saying Norton security.lnk   No Access permissions.  I can't find place to fix in Norton

I think I found out problem.  I have two user settings.  One is at hotmail.com.  The one drive is connected to that account and is showing that it is working fine.  When I log on to my other account, I get an error that it can't connect because it doesn't have permission from Norton.  When I disconnect from hotmail.com account and log into other account it shows that it is now working but messes up everything on desktop.  All my issues started when I did bios update from Dell the other day.  Tomorrow I have to call Dell.
