problems with manual live update

ok about 5 days ago I went to run a manual live update on my old vista home basic laptop that is running NIS 2014. It had been updated successfully earlier in the day ( about 8 hours before). During the manual live update- Updates were found and downloaded. However the processing of the updates took a long time. After about 20 minutes of "processing updates" I cancelled the process. Later I checked the live update history and noticed that 2 of the 6 updates had failed. Virus defs and IPS defs and a few other items showed as successful. However 2 items failed- Norton Web Protection Defs and Norton Web Protection defs (HUB). Well I left things alone and noticed the next day after a automatic live update that updates were found, downloaded, and installed including Norton Web Protection Defs and Norton Web Protection defs (HUB).Ok cool I thought. For precaution, I ran auto fix from the GUI and it found no problems

So today (3 days later) I look at live update history and updates automatically downloaded and installed and processed in the days between. So I decide to do a manual run of live updates. This time the process to find updates just hung (looked like it was searching) but hung for at least 20 mins. So I again cancelled the attempt. This time was different though as it seemed to never even get updates, let alone download and install.

So I am wondering if there is any fix for this other than remove and reinstall or upgrade to a ewer version.

I have not yet installed the Windows updates for March. Could this be causing a problem?  Is there a problem with the updates for Norton Web Protection Defs?
