Problems with Norton, Computer won't startup now!

My laptop won't startup now i.e. Windows Error Recovery comes up and it trys to repair using Startup Repair or restore but it won't start just continues to try an repair
Background.
Running Win 7 Professional on a Dell XPS L702, May 2011 and had installed Norton 360 v5. Life was good.
Just recently a Windows AV popped up and said that it detected a number of issues and in order to fix we need to renew our account.  We declined.
After that every time we tried to click on a shortcut, the windows AV would pop up indicating that the program was infected with trojan key logger and gave two options, upgrade to registered version to clean up or open the program.  Just thought this was advertisement but shortcuts wouldn't open.  Internet Explorer worked though.  
Tried to open Norton shortcut and Norton wouldn't pop up as usual but a very small user interface window would open but nothing in it.  Then we tried running it from the program (not the shortcut) and it gave an error message as "unspecificed error, C:\programfiles (x86) Norton 360, Engine  5.2.0.13 uistub.exe
We couldn't do a live update etc..
I went into the Win 7 control panel and noticed that Norton was turned off and changed it to be turned on and tried to run a scan but weren't able to.        This may be a case where two AV's are running?
Now the computer won't start up...  continues to loop the Startup repair and then restarts, fails and goes to startup repair.
I can't boot to safe mode, I tried to use restore but that didn't work.  any suggestions?

Sounds like some sort of FakeAV with a Rootkit/ Bootkit in behind that, 

Suggest going to http://www.bleepingcomputer.com/forums/forum22.html, it's a protected forum.

 

You may need a Flash Drive if they decide to use a certian Advanced Tool.

Just a note, when Win7 tries to startup there is a flash of a blue screen with error data but it flashes too quickly to see what it is, then the computer tries to repair...

 

On the Restore panel, the last item to change was the Norton Power Eraser.  Tried to restore to the earliest point but recieved a 0x800700b7 error... 

 

Time to reload the OS?

We have tools to fix the problems a lot of time people are having at the moment with Windows not loading  or no keyboard and mouse.  After the attempted malware removal by AV software, Norton Power Eraser or Combofix.

I think what Quads means is that to use the tools he refers to one needs to have a closed relationship between the user with the problem computer and the forum doing the repair job so that no other "helper" can jump in and make a suggestion, even in good faith, that might conflict with what the forum worker is doing.

 

Places like bleeping computer do have this kind of setup -- you have to undertake to do exactly what they say, when they say it and taking now shortcuts; not consulting anyone else while they are helping you.

 

I believe that's what he means by "not protected" -- not that this place if full of viruses and trojans from outside!
