After loading MacOS Ventura, I keep getting Safari error messages saying the server unexpectedly dropped the connection and Norton pop-up asking me to enable an extension in Full Disk Access. Got really frustrated after the suggested fix didn't work and so I deleted Norton. Voila, that enabled me to get websites to load in Safari. Downloaded Norton again and am now having the same problem. I am using a different computer to send this.

A lot of people have been facing this issue after the recent update by Mac.
To resolve this you can try to go to system settings>>networks>>VPN & Filter>>Filters & Proxies>>Disable Norton 360.
A pop from Norton must appear to fix related issues. You can go through that and follow the instructions and enable Norton 360 again.
Once done please turn on VPN and check if your issue is resolved or not.

Next thing is: If we want to use the VPN probably nothing is going to work again ?!

It's most likely because of VPN? Can you turn off VPN and try again? I see the same issue when VPN is on and works if turned off. I am not sure if it's affecting all the users or a few
