I just renewed my subscription to norton internet security (about €70,-) but now Norton says i have to pay again because i’ve reached my download limit and need a new product key. Why is that? Now i feels like i paid for a subscription that i can’t use…

What is installed on your machine at present? If there is any non-Norton security software it can need a special tool to clean up that you can download from its website so let us know even if you have uninstalled it already.
If it is another Norton product please tell us which and what version it is -- Support / About shows the Version ID in the format nn.nn.nn.nnn where n is a number.
How are you installing the current version? From a disk or by downloading?

The standard version and the premier versions are different.
If you installed by download make sure the file has the word "Premier" in it.
