Quarantine Process

I have Norton 2010.  There was a file that I opened in which Norton immediately caught and quarantined.  However In the Quaratine section of the Norton Program, it says that the file was High Security but that it was just Quarantined. 

 

Does that mean the virus was spreaded throughout my computer or caught before it could.  Also how is it that Norton "traps" these events from happening in a Quaratine.  The file was completely deleted from the folder, but I have an option to restore ? So is the virus still on my computer?  If I choose to remove the file from Quaratine in Norton, will that completely destroy the this file once and for all?

 

Please if anyone can enlighten on the details as to how the Quarantine process works?
