Identity Safe is not a credit monitoring service like LifeLock and the others. It is just a password manager that is included with your Norton product.
If you want to have a credit monitoring service, you have to give all your personal information, so that the service can keep an eye on that information to see if someone is trying to use it to steal your identity.
