I think someone is using my e-mail address to send out spam.
I have tried blocking it but system said that I cannot block my own e-mail address.
This is the source of the e-mail. Can anyone help please.

How do I stop them using my e-mail address? Are they using my PC to send them out?
Hotmail & Outlook used to allow users to block IP addresses but after an update, it is now only possible to click a block button, which is a major advantage to spammers.
Opening up a spam email will just make them continue sending them. If you can tell by the subject line, then just delete the emails. I once had my email address spoofed. I can confirm SOJ's post that it won't continue for long. I just deleted them if I could tell they were spam. I did change my password for my ISP though.
You can submit the email Header to all of the identifiable Domains or IP addresses in the HEADER. If those are legitimate, they will investigate and hopefully stop or close those nefarious accounts, if the spoofed email is actually coming from their domain.
If you have a Domain name, then contact your Domain service provider to see how they can assist you in reducing your exposure to SPAM, Spoofing & etc.
From my understanding, Norton products can not really do much about this as SPAM protection is generally only for Inbound messages AND if your computer has a Email product like Outlook running on it. For any web based email (which nearly all are these days) the email provider'e SPAM detection should be catching SPAM, but a few do still get through.
If an email is actually being spoofed as your email, you can also notify your email admin (if not yourself with Outlook) of the Domain name and IP address (See ICANN WHOIS). As well notify the Domain Service (like GoDaddy) that you are having this issue of SPAM emails from yourself & to yourself, that you do not send.
Basically, the only thing you can do is fight it as best you can.
Here is a list of emails I have developed that appear to cover a handful of SPAM I get. It is not comprehensive, but a good starting point. The spam@uce.gov is the U.S.A. FCC report email for SPAM. The rest are domain services (like Go Daddy) or content providers (like Yahoo).
The Report can either be from your compromised email account or from a provider's web based reporting system. You will need to capture the HEADER from the SPAM and include it as plain text in the email or web based report.
Be sure to include all IP or domains found in the email Report of suspected SPAM and send them to all on one email. Some request to send the email as an attachment, others balk at that. So I usually send one email with the HEADER of the suspect SPAM in the text of the email to report, then another with same exact text, but also as a Forwarded email of the SPAM with the suspected SPAM email as an attachment.
Generally speaking the emails from any reported IP or Domain should stop within a few days, if not immediately (within 24 hours). Of course once a email is floating out there that has been comprised, then other IP addresses and Domains will still continue to spoof. It can take several weeks or moths to make it all calm down.
