Red Lock on Norton Icon HELP

What does the Red Lock on the Norton Icon mean? How can it be unlocked?
Windows 11 OS Not sure which Norton subscription, this is for my assistants computer. She does not use Norton Vault. She did all Windows updates and restarted the computer. The app will not open. Please help! TIA!

And is Windows 11 running is S mode?

I will get with her and check on the Windows 11 running in S mode or not. (she works remote)
