Restoring files from the most recent backup set only restored SOME files

Hello
My work laptop was stolen, but I thought that selecting the directories to be backed up was sufficient to be able to restore if necessary. 
However, when restoring from the most recent backup set, only a subset of the files and subfolders were restored, not everything. Even though Norton was frequently backing my files up.
Am I missing something to be able to restore all the backed up files and folders (the interface isn't very complex and doesn't allow many options when restoring or backing up), or is there a problem with your software? These were fairly import work files.

Maybe, try creating desktop folder on new device and try Restore All Files and Categories to that folder.
