My daughter is able to visit websites that are explicity restricted. For example, I have blocked Facebook and Hotmail because they distract her from doing her homework. NOF seems to block them most of the time - I get several email alerts throughout the day that she has tried to access them. Then lo and behold I walk into her room and she is on Facebook or Hotmail. How is that possible??
FWIW, I use http://www.opendns.com/ in addition to NOF. Both have their holes, but the combination does pretty good....I think.

Please make sure the child doesn’t log onto the PC using a account that is not being monitored.
To avoid and limit the possibility to tamper/disable the system, please give non-administrative rights (limited or restricted) to your child’s user account and keep the password for your Norton Online Family account away from the child. Otherwise, the child would have the ability to tamper the program.
