Safari and Norton Security

I made the switch to Macbook Pro just last week, running OS X El Capitan 10.11.6 and Norton Security 7.1.1 so I am a newbie to Mac.

My first question is about the Safari > Preferences > General.  I have it set to "Safari opens with: All windows from last session", but it always starts with no tabs open.  Is Norton Security doing something to override this setting? How do I fix this?

My second question is about Safe Browsing.  I have Safari > Preferences > Security set to "Warn when visiting fraudulent website, but there is an alert indicating "The Google Safe Browsing Service is unavailable.  No updates have occurred in 1 day." 

 

I have not installed the Extensions to Safari or Chrome (actually I deleted Chrome because it didn't seem to work with KeyChain) because it wants me to use Ask.com as the default search engine. IMHO the primary reason ask.com is a safe search engine is because it can't find a friggin thing except circular references to itself.  I tried it once (at Norton 360's suggestion) in windows and found it to be counter productive and useless.  If I need that for Norton Security to work, I'd rather rely on built in Mac security like Google Safe Browsing.

 

Question: Is Norton Security overriding Google Safe Browsing even though I have not installed the Extension that requires Ask.com?  How do I make Google Safe Browsing work while using the rest of Norton Security?
